I Background
With unique theory system, traditional system of medicine is
the most characteristic subject in natural science that embodies
concentrated features of traditional culture and is a precious
and important treasure of human civilization. Information technology,
especially the network technology has greatly accelerated the
progress of traditional industry since 1990s. It is a key opportunity
to utilize information technology to realize a striding development
of traditional medicine and herbal drug technology.
With long history and civilization of traditional medicine,
the Asia-Pacific region enjoys high reputation in the world
for the traditional medicine. Asia-Pacific countries show their
great enthusiasms to promote and develop traditional medicine
production and the international cooperation. In Wuhan International
Seminar on Traditional Chinese Medicine and Herbal Drug Technology
was held in Nov. 2000, officials from Asian and Pacific Center
for Transfer of Technology (APCTT) and experts or scholars from
Asia-Pacific countries had thorough discussions on enhancement
of cooperation and exchange on traditional medicine among Asia-Pacific
countries and the establishment of a network for traditional
medicine. A proposal was put forward on the establishment of
Asia-Pacific Traditional Medicine and Herbal Technology Network
(APTMNET), which was aimed to be set up as a portal for information
sharing and exchange on traditional medicine and the industrial
or technical cooperation among enterprises and R & D institutions
in Asia-Pacific region as well as in the world. Above proposal
was approved by the 15th and 16th Meeting of the Technical Advisory
Committee (TAC) of APCTT and was also endorsed by the Commission
Session of the Economic and Social Commission for Asia and the
Pacific (ESCAP) at its fifty-seventh session and subsequent
consultations had with the APCTT national focal points.
Enterprises, R & D institutions and relating organizations
for TM in the Asia-Pacific region and the world are warmly welcomed
and encouraged to participate in the joint establishment of
APTMNET for a prosperous development of TM and the human health
in our world.
II Objectives
To promote cooperation among member countries of APCTT
on sustainable utilization and biodiversity conservation,
R&D and processing of traditional medicine, quality control
and standardization of traditional medicine production, protection
of Intellectual Property on traditional medicine;
To promote sharing and dissemination of information
on traditional medicine among member countries of APCTT;
To promote technology transfer as well as exchange
of experts and organizing relevant training programs among
member countries of APCTT;
To promote the technical and industrial cooperation
among enterprises (SMEs) and R&D institutions in the Asia-Pacific
region.
III Participation and Coordination
The Executive Council for APTMNET is the decision-making
body in which representatives from participating countries
will be designated as Chairman and Vice Chairman. Each APCTT
member country may choose expert or official to join the council.
A secretariat of the council is organized in Wuhan China and
to be responsible for coordination in the network construction
and administration.
Each participating country is expected to be responsible
for the construction of the nodal station in the country.
APCTT will promote information exchange, organization of training,
and academic seminar among member countries through mutual
visits of experts. The nodal stations in participating countries
are expected to adopt the uniform standards or framework acknowledged
by all participating countries for the nodal website establishment.
Each participating country of the Asia-Pacific region will
identify a nodal station at an appropriate institute to undertake
the nodal station construction.
The APTMNET Executive Council Meeting is to be held
annually to discuss annual work program of the Executive Council
and settle possible problems or difficulties that may occur
in the nodal station establishment.
